Meeting Minutes

Chairman Hartman opened the public session at 2:09 p.m.

In Attendance:   Selectman David Hartman – Chairman, Selectman David Karrick, Jr., Selectman Clyde Carson, Town Administrator Laura Buono  

Others present: None  

1. 2011 Budget Highlights

Health Insurance - Currently there is a 3% employee contribution toward health care costs.  The Selectmen discussed what the employee impact would be by increasing the contribution by another 2%.  Selectman Carson moved to propose a total 5% employee contribution for 2011 for health care benefits.  Selectman Karrick seconded the motion; all were in favor, the motion passed.  

Old Graded School – The Town Administrator recommends completing repairs that are only necessary.  This would include replacing only one door.  Selectman Carson recommends researching ADA grants.  

Bond – The Town Administrator and the Board discussed the possibility of bonding road projects.  One of the reasons to consider a bond is the low interest rates.  Annual funding versus a bond was discussed in length.  Selectman Carson moved to utilize Allan Brown’s resource in a special project mode to update priority roads, cost estimates and on-going maintenance for March 2011 Town Meeting.  Selectman Karrick added consulting with the Road Committee and the new DPW.  Selectman Karrick seconded the motion.  Selectman Karrick ask how Mr. Brown will be compensated.  The Town Administrator recommends first talking with Mr. Brown.  Selectman Carson amended the motion adding the Board directs the Town Administrator to speak with Mr. Brown and report back to the Board.  All were in favor, the motion passed.  

Capital Budget

Town Hall Building Improvements - $30K for the granite steps, furnace and energy projects.  Funding will be revisited upon receipt of estimates for energy projects and a pellet furnace.  Police Cruiser - $16K, Highway Road Construction - $225K. Library – Insulation, window upgrades and software upgrades.  The Town Administrator will encourage the library to seek funding from the Community Development Block Grant program. Fire Equipment - $30K, Property Revaluation - $25K, Transfer Station Equipment - $13K, Radios/Pagers - $20K and   Parks & Recreation - $6K towards a mower.  

The Town Administrator will create a memo that informs the employee about the vacation and sick time accrual changes beginning in January 1, 2011 .  Formal adoption will take place on December 28, 2010 .  

2. Investment Policy

Selectman Carson moved to conditionally approve the Investment Policy which will be posted for two weeks before final approval.  Chairman Hartman seconded the motion; all in favor, the motion passed.  

3. Manifest

Selectman Karrick moved to authorize the Selectmen to sign manifests and order the Treasurer to sign Payroll Check numbers 905-932 in the amount of $32,272.93 (includes 12 direct deposit stubs) and Accounts Payable check numbers 45188-45196 in the amount of $45,372.46.  Selectman Carson seconded the motion; all were in favor, the motion passed.  

4. Adjournment

At 4:53 p.m. a motion was made to adjourn.
