WARNER Chairman Nogues opened the meeting at 6:30 P.M., all Selectmen were present along with members of the public. First appointment was with Dennis Hamilton. Mr. Hamilton presented the Selectmen with the final statement of labor and materials completed at the new police facility. The Selectmen have some questions that need to be resolved with Dick White before payment is received. Chuck Goss met with the Selectmen to ask Selectman Brayshaw and Selectman O’Connor how they feel about the side walks on Geneva St. for a warrant article at the next Town Meeting. Selectmen Brayshaw supports the sidewalk with brick, and Selectmen O’Connor supports the sidewalks, but not in this coming years budget. Selectman Brayshaw contacted the State in regards to the dumping of stumps and glass. State law stipulates that stumps can be buried on original property, but they cannot be moved and buried, still awaiting answer on the dumping of glass. Selectman Brayshaw submitted a policy on vacation to the Board to be reviewed and revised for the next Selectmen’s meeting. Selectman Brayshaw wanted stated in the minutes that there is a town employee who has been employed for six or more months who is making more money than some who have been with the Town for more than twenty years, and it is noted as a concern. Further discussion on salaries continued. The Board of Selectmen decided to deal with recreation vehicles and the construction of deer stands on a as needed basis. A policy will not be written. Board of Selectmen’s meetings will be back on Tuesday nights starting in December. Selectman Brayshaw updated the Board on a meeting he had with Mr. Chase in regards to his property on a Class 6 road. The Selectmen reviewed the budget. Chairman Nogues wanted it noted that he had no vote on the additional compensation for the Fire Department. The Finance Director has drafted a letter to receive permission from DRA (Department of Revenue Administration) to overspend the bottom line of the budget by $50,000.00, which needs to be signed by the budget committee only as a precaution. The Selectmen discussed completion of the dog kennel. The Selectmen will donate their time on December 9 to finish the kennel. Selectman Brayshaw reversed his decision on the police sign, due to the fact that we do not have a replacement, the current one has been installed, and to leave it up to the town’s people if they would like the sign changed. An invitation for bid on the animal control vehicle will be posted on cable with a deadline of December 26. Selectman O’Connor submitted a policy for keys for the Board to review and revise for the next Board meeting. Selectman Brayshaw updated the Board on the Martin Building. Selectman Brayshaw will fill out a purchase and sales agreement, which will be submitted to the Town’s attorney. Selectman Brayshaw is working with Mr. Azmy in regards to his property on Poverty Plains. Selectman O’Connor made the motion to approve the 11/16 minutes pending changes, Chairman Nogues seconded. The tax collector brought to the Selectmen’s attention a request for an abatement of interest charges accrued on a tax bill due to a check not received. Selectman Brayshaw made the motion not to abate the interest, and the Board of Selectmen demand payment in full within the next 15 days unless a canceled check reflecting payment was made and is submitted. Selectman O’Connor seconded. The Selectmen discussed relocation of offices now that the police department has moved out. Chairman Nogues would like to amend the motion on October 3 to read the Finance Director will occupy the office over the current Town Clerk’s office, Chief Chandler’s current office will remain unoccupied. Water precinct will occupy the booking room, Town Clerk will occupy the previous police facility as soon as it is refurbished pending funds, the Town Clerks office will occupy Planning and Zoning, the Appraisal Clerk will join the Tax Collectors office, Selectmen’s Secretary will occupy the front office of the Selectmen’s office. Discussion continued about the safe in the previous police department, it does not seem to be waterproof. Selectmen O’Connor seconded the motion. After further discussion Chairman Nogues withdrew his motion. Selectman Brayshaw made the motion that the Finance Director move into Chief Chandler’s old office, Water Precinct stay’s , Town Clerk into old police facility, Tax Collector and Appraisal Clerk into current Town Clerk’s office, the down stairs booking room stay’s open for meeting’s, Planning and Zoning stay’s in the Tax Collector’s office. Chairman Nogues seconded the motion. Martha Mical informed the Selectmen that a gentleman who logged up on Cunningham Pond Rd. filed a report of wood cut. He spent $1600. upgrading a class 6 road so his log trucks could go in. He is asking the Selectmen to take that into consideration when doing his yield tax. Selectmen Brayshaw made the motion to absolutely not grant a break on his yield tax. Selectman O’Connor seconded. The Selectmen also stated that the individual should meet with the Selectmen and present his request. The Town Clerk presented her budget to the Selectmen. Chairman Nogues made a motion to adjourn at 10:00 P.M. Selectman Brayshaw seconded.
