Meeting Minutes

December 15, 2004

 

Chairman Eigabroadt opened the meeting at 6:04 p.m.

In attendance: Selectman Wayne Eigabroadt – Chairman and Selectman Peter St. James.

Recorder of the minutes is Mary Whalen.

Dan Watts met with the Selectmen to discuss a solution that would prevent the loss of information from any one computer.  Mr. Watts has proposed a local network file server device, this will allow any modified file that is closed to be copied to a backup server, and it will keep up to four versions.  The cost for this device along with installation would cost approximately $600.00.  The Selectmen requested supporting information and documentation.  Mr. Watts will return to the Board with a flow chart showing how the system will work.  Electronic archiving was briefly discussed.  The Selectmen thanked Mr. Watts for all his work towards the Festival of Trees.

Beverly Langlais along with Joyce Chagnon met with the Selectmen regarding a letter that they both received explaining that the Town of Warner will no longer pay for their usage of the Henniker Transfer Station.  Both Ms. Langlais and Ms. Chagnon live in the Town of Warner off of Henniker Road . During the winter months a portion of Henniker Road is closed, which forces the residents to travel through Henniker down to Route 114, the total trip during the winter months is over 30 minutes to the Warner Transfer Station.  The Town of Warner began paying these fees in the 1960’s when the dump was located in Hopkinton.  Ms. Langlais explained that this change is a hardship to the residents that live off of Henniker Road .  The Selectmen explained that the main factor in their decision was the yearly cost to the Town of Warner .  Ms. Langlais feels that the Selectmen’s decision is unfair and that there are only three Warner residents that use the Henniker facility.  The Selectmen agreed to take Ms. Langlais’ concerns under consideration and to also contact the Town of Henniker for more information regarding the annual payment, the last billing statement reflected a payment for five residents.

Selectman St. James made the motion to approve meeting minutes dated December 7, November 29 Work Session, December 7 non-public and November 29, 2004 non-public.  Chairman Eigabroadt seconded the motion.  The motion passed.

The Selectmen reviewed a draft response regarding the zoning enforcement request by Mr. Paul Proulx pertaining to R.C. Brayshaw and Company, Inc.  The final draft will be mailed on December 16, 2004 , copies to R.C. Brayshaw, Mr. Paul Proulx, Planning Board and Zoning Board.

The Selectmen noted that the remaining Performance Evaluations for the Police Chief, Director of Public Works, Finance Director, Tax Collector, Transfer Station Department Head and Selectmen’s Secretary need to be completed.

Selectman St. James made the motion to approve the Mechanic job description as written with changes.  Chairman Eigabroadt seconded the motion.  The motion passed.

Selectman St. James made the motion to accept the revised wage level ranges based on the 2003 New Hampshire Municipal Association Wage & Salary Survey with an additional 2.5% cost of living increase approved on August 3, 2004 .  Chairman Eigabroadt seconded the motion.  The motion passed.

v      Richard Senor asked the Selectmen who made the phone calls to various Towns in regards to the Transfer Station wage scale.  Selectman St. James explained that no phone calls were made for any position; the New Hampshire Municipal Association Wage & Salary Survey was the source of information that was used for all wage ranges.

The Selectmen reviewed the submitted bids for window replacement at the Old Grade School .  The proposed window replacement is for one set, either in the Pre-school or Headstart.  Portland Glass from Concord , NH quoted $8,924.00; Granite State from Concord , NH quoted $10,980.00.  The Selectmen requested more information from Portland Glass, the bid submitted was vague.  The secretary will contact Granite State to see if their quoted price is negotiable before a final decision is made by the Selectmen.

The Selectmen will investigate a stockpile of material at the end of Waterloo Street .  The State shed located in Warner will be contacted.

The Selectmen informed the public that a “motion to enforce” has been filed with the Henniker District Court regarding the Naughton property located on Route 127 in Warner.  It is anticipated that Henniker District Court will move the motion to enforce to New London District Court. 

The Selectmen reviewed submitted bids by Wallace Press, $3,500.00 and R. C. Brayshaw and Co., Inc, $4,269.50 for the printing of the Town Report.  The Selectmen’s secretary will contact Wallace Press to clarify postage and set-up fees.

The Selectmen approved a building permit for Map 33 Lot 17, and an Intent-to-cut for Map 10- Lot 54.

The Selectmen approved temporary use of Town property as a driveway access to Map 14 Lot 16 until the owners can properly fix their existing driveway or install a new driveway (driveway permit would be required), approval is until May 31, 2005.  The prior access was on land owned by Market Basket which has recently been closed off.  A letter will be sent to the landowner explaining the approval.

Selectman St. James made a motion to grant the requested amount of $500.00 for the volunteer services provided by Mr. Ed Pickard.  Chairman Eigabroadt seconded the motion.

The Selectmen accepted a letter of resignation submitted by Officer John Brooks effective April 30, 2005 .

Selectman St. James made the motion to allow all non-essential Town employees to leave on December 24, 2004 at noontime.   Chairman Eigabroadt seconded the motion.

The Selectmen signed a Tax Warrant for the second issue of tax bills.

Selectman St. James made the motion to accept the draft letter regarding zoning enforcement to R. C. Brayshaw and Company, Inc. as written with changes, including a closing statement.  Chairman Eigabroadt seconded the motion.
