Meeting Minutes

December 30, 2003

 

In attendance:

Selectman Edward F. Mical – Chairman

Selectman John C. Brayshaw via phone call

Selectman Allen C. Brown

Recorder of the minutes is Mary Whalen.

Chairman Mical opened the meeting at 6:00 p.m.

The Selectmen reviewed the 2003 long sheet with updated numbers. The Selectmen approved the following purchases for budget year 2003.

  • Welder for the Highway Department amounting to $1,625.00 (3 bids on file).
  • 100 tons of salt at $3,089.00.

Chairman Mical made a motion to encumber $22,000.00 from the 2003 budget, specifically slated for paving. Selectman Brown seconded. All were in favor. The motion passed. 3-0

The Selectmen reviewed the revenue for 2004, appropriate adjustments were made. Revised projections for 2003 came in higher then anticipated.

Capital Outlays were reviewed by the Selectmen.

  • $25,000.00 cascade system for the Fire Department.
  • Cemeteries Expendable Trust at $5,000.00.
  • $5,000.00 Expendable Trust for forest fires.
  • $210,000.00 road construction fund.
  • $140,000.00 Mack truck, replacing the 1982, using $50,000.00 from the Capital Reserve.

Selectman Brown made a motion to amend the November 18, 2003 meeting minutes striking "commencing in 2004 will be eligible for 5 weeks". Chairman Mical seconded the motion. Motion passed 2-0. For clarification it is an additional 5 days and eligible for 3 weeks vacation.

Public Comments:

Donna Roberson from the Argus Champion inquired about the 3% pay raise for the Town employees.

Willy Richard asked if the Town will be looking at surveyor bids for the Class VI road that abuts his property.

Gamil Azmy commented that he hopes that the Board will consider not using the same surveyor that was used for Mr. Richard’s property.

Richard Cook and Brian Hotz from the Conservation Commission met with the Selectmen to sign a Conservation Easement on 142 acres of land owned by Daniel and Virginia Eubank off of Cunningham Pond Road and Colby Road. A change will be added allowing pedestrian public access to the property. A Public Hearing was held prior to this meeting. The area that is able to be withdrawn for a building site is required to have the maximum frontage on Colby Lane. A Notary was contacted and the easement was signed.
