Judith Rogers, Town Clerk, along with the Supervisors of the Checklist
received a letter from the State regarding the possibility of the
checklist being available on-line as soon as March or September of 06.
There is also some legislation about requiring voters to present a photo
I.D. at the time a ballot is requested. Nancy Ladd asked if the checklist
would be available to the general public. Judith believes public access
will be through the Supervisors or the Town offices.
Chairman Eigabroadt commended the employees for doing their best to
live within their budgets.
Martha Mical asked Judith Rogers what the deadline is for submitting
issues to be placed on the ballot. Judith explained that anytime after the
February 3 deadline for filing candidacy.
Charlie Durgin, Health Officer, received a phone call from a resident
regarding animal issues developing on Map 10 Lot 45. Charlie is working
with a homeowner (Map 10, Lot 083) about a septic system that was
installed without a permit. Charlie has contacted the State enforcement
officer.
Nancy Ladd, Librarian informed the Selectmen that there will be two
Library Trustee vacancies by the end of the year.
Paul Fouliard, Transfer Station, the outdoor lighting has been
installed and is working. Paul is in the process of looking for another
source that will take clothing; Goodwill will be removing their trailer.
Paul is learning that there is no market for clothing from New England. A
furnace is ready for installation. Friday, the Transfer Station will be
shipping about 40 tons of mixed paper and cardboard ($25.00 per ton for
paper, $60.00 per ton for cardboard). The TA will be working with Paul on
the household hazard waste plan. DES recommended heating the bay that
stores the hazardous material, the company that processes the material
recommends not heating the bay, the Selectmen determined that
clarification is needed from DES.
Martha Mical, Assessing Clerk, received and installed the new Pro-Val
program. Martha says it is not working right, technical help has been
contacted. Chairman Eigabroadt explained that mediation is still on going
with Market Basket. Martha is preparing to send Inventory Forms.
Wendy Pinkham, Finance Director explained to the Selectmen that two
bills were not processed by the end of the year because of the time frame.
The billing was for Naughton & Sons for the dumpsters & Market
Basket. W2’s have been reviewed and ready for print. A computer has been
ordered for the Selectmen’s secretary.
Barbara Annis, Planning Board Chair asked if the Selectmen budgeted for
a stop light to be located at the exit 9 area. The Planning Board approved
a restaurant, retail space and two apartments located on Map30 Lot 001
(Perkins Hardware). Selectman Hartman asked how this was approved with
such a lack of available parking. Barbara explained that a change of use
was approved. Discussion continued regarding the lack of parking within
the Town. The Planning Board also reviewed a Home Occupation for
bookkeeping and determined that a site plan was not required. A Public
Hearing was held on sub-division regulations, it was not approved, more
changes are proposed. RAW met with the Planning Board, the FEMA
application is ready for submittal, and the Chairman of the Selectmen
needs to sign the document (regarding the elevation of the property).
Selectman Cook reminded the Board that the Director of Public Works has
asked the Board to name a road.
