Warner Board of Selectmen
Work Session Meeting Minutes
March 22, 2005

Meeting opened at 8:00 a.m.

In attendance: Selectman Wayne Eigabroadt – Chairman, Selectman David E. Hartman and Selectman Richard A. Cook.

Recorder of the minutes is Mary Whalen.

The Selectmen discussed the upcoming appointments to Planning, Zoning, Conservation Commission and Parks & Recreation.  A list of volunteers was referenced.

The Selectmen agreed that:

  •  Diane Violette reappointed for a three-year term as Deputy Town Treasurer.

  •  Stuart Howlett reappointed for a three-year term as Deputy Tax Collector.  Selectman Hartman was asked by an outside source as to why the husband of the Tax Collector is the Deputy.  Chairman Eigabroadt explained that the situation has worked well in the past and that there has been no evidence supporting otherwise.

  •  Bonnie Barnard reappointed for a one year term as Deputy Town Clerk as recommended by the Town Clerk.

  •  Elizabeth Young reappointed for a one year term as an Alternate to the Library Trustees.

  •  David Hartman reappointed for a three-year term as Representative to Concord Regional Waste.

  •  Paul Fouliard reappointed for a three-year term as Alternate Representative to Concord Regional Waste.

  •  Nancy Martin appointed as a full member for a three-year term to the Conservation Commission.

  •  Brian Hotz reappointed for a three-year term to the Conservation Commission.

  •  Ted Young reappointed for a three-year term to the Conservation Commission.

  •  Daniel Eubank appointed as an alternate to the Conservation Commission for a three-year term.

  •  Amy Knisley appointed as an alternate to the Conservation Commission for a three-year term.

  •  Highway Safety Committee will remain the same, Police Chief William Chandler, Fire Chief Richard Brown, Director of  Public Works Allan N. Brown, Emergency Management Director Ed Mical and Selectman Wayne Eigabroadt all for a one year term.

  •  Barbara Annis reappointed for a three-year term to the Planning Board.

  •  Andrew Serell reappointed for a three-year term to the Planning Board.

  •  Lynn Perkins appointed as a full member for a two-year term to the Planning Board.

  •  Ed Mical appointed as an alternate to the Planning Board for a three-year term.

A letter will be sent to the Conservation Commission asking for a member to be an alternate to the Planning Board.

The vacant positions for the Zoning Board were only discussed, Martha Mical and Joanne Hinnendale were recommended to be reappointed, and Dennis Barnard was recommended for the Alternate vacancy.  It was recommended not to reappoint John Howe due to a heavy geographical representation in the Newmarket area.  Victor Kumin will be contacted to verify interest.  Further discussion is still needed.

  •  Charles Albano reappointed for a three-year term to Parks & Recreation Commission.

Appointment forms will be drafted and ready for the Selectmen to officially appoint at the next Selectmen’s meeting.

Motion to adjourn at 9:17 a.m.
