Work Session Meeting Minutes

April 12, 2005

 

Meeting opened at 8:16 a.m.

In attendance: Selectman Wayne Eigabroadt – Chairman, Selectman David E. Hartman, Selectman Richard A. Cook and Director of Public Works Allan N. Brown.

Recorder of the minutes is Mary Whalen.

Mr. Brown noted that the State auction is coming up, material can be sent between May 5 & 6.  The Selectmen are required to sign a list of material before it can be auctioned.  There are seven 10/100/20 tires mounted on rims, 2 ½” water pump….. a list will be provided. 

The mechanic will give an appraisal of the 10kw generator.

Mr. Brown proceeded to review the Highway Departments work schedule for 2005:

70’ x 130’ long tennis court; drainage needs to be installed (culverts & catch basins) along with changing the grade of the surface area.  Restructuring the parking lot will also be needed. Parks & Recreation is asking the Highway Department to help with this project.  The cost would be used as a contribution towards the grant.  The Highway Department can complete the work for the tennis courts fairly soon consisting of two weeks’ worth of work.  The parking lot could be worked on later in the year. 

The handi-capped parking will need to be restructured by Pellettieri Associates.

Highway crew member, Pat Moore, will do the brick replacement in the sidewalks along Main Street .

Poverty Plains Road – 3700 feet, prepped and tarred, a culvert will need to be replaced (near swamp) by a contractor.  Wetland permit is required.  Mr. Brown recommended using $15,000.00 from the construction fund to pay for the culvert work.  This would not affect the reconstruction of Denny Hill.

Diamond Lane needs one inch overlay

Newmarket Road needs oil and sand seal, ditch cleaning (town crew)

Tory Hill needs shim and ditch

Denny Hill Road at School Street under contract for $250K to be done this season.

Bible Hill Road needs culverts (town crew).

Mink Hill and Gore Roads need ditching (town crew).

Colby Lane needs help by replacing culvert on Flanders Road (town crew).

Newmarket Road and Horne Street , a section is falling into the brook (retaining wall and culvert replacement is needed).

Other priorities are:

Ditching all over town.

Culvert issues all over town

Newmarket Road , a section falling into the brook (retaining wall is needed)

Bean Road , completion of reconstruction will also need to be addressed at some future season. 

Mr. Brown asked for clarification regarding sites on Bean Road and North Road that the Chandler Reservation members asked to be cleaned up.  The Committee asked that the North Road site be blocked to prevent access and dumping. 

Salt is expected to increase in cost.

The Selectmen agreed that construction should take place on Plains Road , continue with needed routine road maintenance/repairs, along with resurfacing (as outline herein).

 2nd Work Session Meeting Minutes for

Meeting opened at 10:25 a.m.

In attendance: Selectman Wayne Eigabroadt – Chairman, Selectman David E. Hartman, Selectman Richard A. Cook and Transfer Station Department Head Paul Fouliard.

The Selectmen discussed with Mr. Fouliard a letter that was received from the Department of Environmental Services listing hazardous waste deficiencies at the Transfer Station. 

Mr. Fouliard explained that one solution is having a household hazardous waste day, which DES agrees, are less than perfect.  The main concern is material being disposed of improperly.  Another option is to apply for a license as a small generator and receive hazardous waste.  The last choice would be to receive household hazardous material on an as needed basis.  This option is not favorable because the Transfer Station would then have material sitting around. 

There are stipulations that are included when applying for the small generator license.  Pesticides, thermostats and mercury would not be allowed.  Mr. Fouliard has received conflicting information from DES regarding the storage of hazardous waste, one instructor said that material can be held for 30 days, one said 60 days, one said 90 days, and one said a year.  Mr. Fouliard recommends filing for the license; an area to store hazardous material has been cleared in the center bay.

In regards to the deficiencies:

  •  All oil barrels have been moved to the back of the building, labeled and covered.

  •  The failure to notify DES has been taken care of.  Selectman Cook asked for clarification.  Mr. Fouliard assumes that notification has been fulfilled with the submission of the applications that will note what material is being stored.

  •  Clarification is still needed regarding the handling of paint.

An application was filed by the Transfer Station in February of 2003.  On that application a box was checked stating that the site does not presently generate hazardous waste. 

Mr. Fouliard stated that to remain in compliance with DES you would need a person constantly monitoring the material being received along with proper storage.

Mr. Fouliard recommended not receiving hazardous material unless it is clearly labeled.

The Board asked what could be done to make sure all material is received by an attendant.  Mr. Fouliard recommended having one person handling and establishing fees. 

Selectman Cook asked what currently happens to household pesticides etc.  Mr. Fouliard explained that if they are in good shape they are placed on the give away table.  A tremendous amount of material goes out that way (recommended by DES).

Selectman Cook asked what kind of hazardous waste, other paint, is being stored at the Transfer Station.  Mr. Fouliard currently stores creosote, savin, chlordane, the fertilizers, ammonia products, muriatic acid, and oven cleaner are used; the others are shipped out.  Mr. Fouliard has a list of 12 different disposal places.  Mr. Fouliard explained that as long as the hazardous material is under 220 pounds, it is legal; the nasty material is stored in a plastic totes.  In order to make these totes legal they need to be surrounded by vermiculite or speedy dry and labeled.  When they are shipped out, a manifest is required.  It was recommended to log where all the material comes from. 

On Saturdays, there are four attendants on site: Don Wheeler deals with construction, burn and steel piles, Pete Newman deals with paint and chemicals, George Roberts helps out in the building, and Paul Fouliard utilizes the Bobcat. 

The Board recommended dealing with household hazardous materials only on Saturdays when the manpower is available.  Mr. Fouliard agreed and will set up a receiving area.  It would be beneficial if Mr. Newman would further his education on hazardous material.

A written response for all the listed deficiencies needs to be generated; Mr. Fouliard will draft and send to the Selectmen within a week, then a meeting with DES needs to be arranged.

The Board discussed tasking the Recycling Committee in the best way to set up the hazardous waste program, signage, notification to the public etc.  Selectman Cook will discuss this suggestion with the Recycle Committee on April 14th.  Discussion continued about receiving hazardous waste on Saturdays or just once a month.  Mr. Fouliard recommends receiving hazardous waste only on Saturdays. 

The Transfer Station is still waiting on Public Service to provide proper service to the baler.
