WORK SESSION

Chairman O’Connor opened the work session at 8:00 a.m.

The work session was arranged to present Mr. Fouliard a Memo of Understanding. The memo was created for Mr. Fouliard who has recently assumed the responsibility of the Transfer Station. Chairman O’Connor proceeded to read the memo, which stated:

On April 9, 2002 the Board of Selectmen separated the Transfer Station from the Highway Department.

Paul Fouliard will fill the position as Department Head.

Mr. Fouliard will be responsible to the Board of Selectmen.

Chairman Robert C. O’Connor will be acting as the Liaison to the Transfer Station.

The following will be monitored by the Board of Selectmen:

Mr. Fouliard will have full responsibility of the Transfer Station effective April 8, 2002, with a probation period to December 31, 2002.

The Board is requesting bi-weekly reports.

Any questions will be referred to the Transfer Station Liaison first before any other Board members.

Enforcement of all Town Ordinances pertaining to the Transfer Station.

Advanced planning schedule of events and projects.

Training for hazardous waste.

Required to attend all Recycle Committee meetings, and meetings for the Concord Region Waste.

Selectman Mical stated that the training is for all personnel at the Transfer Station. It is a requirement of the Environmental Protection Agency (EPA) for hazardous waste training. Mr. Fouliard will be attending Hazardous Waste training from October 29 – 31, 2002, the remaining personnel will be attending a Hazardous Waste training class in May of 2002. NHMA (New Hampshire Municipal Association) also provides training on the job site.

Selectman Mical noted the change in the Demo-Box, and asked where the glass is being stored. Mr. Fouliard is presently stock piling the glass at the Highway Department. Selectman Mical suggested that the lease for the Transfer Station be reviewed before using crushed glass for a fill on the property.

Chairman O’Connor asked Mr. Fouliard if he had any questions. Mr. Fouliard had no questions, and fully understood what was required of him. The Board and Mr. Fouliard signed the memo.

The Board and Mr. Fouliard discussed savings and the revenue that has been collected from the demo-box. Selectman Mical informed Mr. Fouliard that the brush pile cannot burn until further notice.

Mr. Fouliard inquired about a pay increase for one of his staff. The Board will take it under consideration in the future.

Hastings Rigolett met with the Board to discuss the trailer at Riverside Park that he had donated years ago. Parks and Recreation would like it removed. Mr. Rigolett cannot remove the trailer until it is cleaned up and the power disconnected from the trailer. Mr. Rigolett will contact Parks and Recreation about disconnecting the power.

Mr. Rigolett informed the Board that the Legion cleans up Route 103 West. Mr. Rigolett would like to clean up the rest area at the Waterloo Cemetery and would like permission to dispose of the tires at no cost to him. The Board will notify the Transfer Station about the tires.

Selectman Mical discussed the coordination of parking and street routing due to the paving of the Old Graded School parking lot.

Selectman Mical made a motion to adjourn at 8:44 a.m. Chairman O’Connor seconded the motion. The motion passed unanimously.
