Meeting opened at 9:15 a.m.

The Selectmen met with the Tax Collector for advisement regarding two properties, Map 11 Lot 60 and Map 7 Lot 070-4.  Chairman Eigabroadt explained that one of the properties is in the process of filing bankruptcy; the owners have approached the Selectmen asking for an extension to pay the 2004 property taxes.   Mrs. Howlett explained that a bankruptcy puts a stay on doing anything.  This particular situation is at the beginning of the lien process.  The lien will be executed May 9, 2005 , within the normal framework there is still 2 years to pay the 2004 property taxes.  The property owner can create a payment schedule.  The property owners also need a letter stating that a payment agreement has been reached and forwarded to their mortgager.  The mortgage company will still be noticed 45 days after the lien has been placed, this is per State Statutes.

Map 7, Lot 070-4 is at the end of the lien process.  The property owner is not physically able to maintain employment and has currently filed for disability but has not received any benefits.  The property owner is selling personal property to help pay the property taxes.  Because the Selectmen are considering offering a payment plan to another resident the Tax Collector recommends consistency.   The property owner’s mortgager has been notified about the deeding and may choose to pay the owed taxes.  The property has already been granted full abatement for tax year 2000, during that process the owner was asked to arrange a payment plan, no plan was established.

The Selectmen tabled discussion and continued the meeting discussing the surplus generator that is stored at the Highway Department.  The Town mechanic has determined that the generator is not worth further investment.  There is a fuel leak, and when running fluid blows by the head gasket.  After further discussion the Selectmen agreed to stand by the mechanic’s determination of the generator and send the unit to auction.  Chairman Eigabroadt commented that the Board may receive negative input towards their decision.  Selectman Cook will speak to Parks & Recreation to see if they are interested in the deck mower.

The Selectmen resumed discussion regarding Map 11 Lot 60 and Map 7 Lot 70-4.  A will be sent a letter to Map 11 Lot 60 explaining that their property will be liened as scheduled and a payment plan will be agreed upon, if property taxes are paid in full within one year the Selectmen will consider abating the interest due on the 2004 property taxes.

Chairman Eigabroadt recused himself from the decision process regarding Map 7 Lot 70-4.  A letter will be sent explaining that a payment plan was agreed upon in September of 2002 that was not met by the property owner.  The Selectmen would be willing to grant an extension of 6 months at which time the 2002 taxes would need to be paid.  Also a payment schedule should be arranged for the remaining balance with an effort toward paying.  If conditions are met the 2003 interest would be abated.
