Work Session Meeting Minutes
May 31, 2005

 

Meeting opened at 8:45 a.m.

In attendance: Selectman Wayne Eigabroadt – Chairman, Selectman David E. Hartman and Selectman Richard A. Cook.

The Selectmen met with Barbara Annis and Martha Mical to decide how the budgeting of the tax maps will be prepared.  Martha Mical recommended not breaking the tax map line into smaller budgets, it should remain whole.  Selectman Cook recommended that the Assessing Clerk inform the Planning Board of any changes or additions to the scope of work to be done by Bristol & Sweet.  Martha Mical compiles all changes to the tax maps in January; that information will need to be forwarded to the Planning Board for budgetary purposes.

Allan Wagner met with the Selectmen regarding the resolution of the buffer zone issue between his property and R.C. Brayshaw Co. Inc. The Brayshaw Company had their property surveyed; Mr. Wagner noticed the stakes that read approximate line.  Mr. Wagner spoke to the Brayshaws about the stakes and how they did not look right based on the pins that are set.  The Brayshaws called back the surveyor the stakes were adjusted.  Mr. Wagner requested that the trees that are to be planted in the buffer zone should be placed according to the approved site-plan on the Brayshaw property; Mr. Wagner did forward this request to the Brayshaw Company.  The Selectmen reviewed a letter from the Brayshaw Company explaining the progress to date.

The Selectmen began creating a Town Administrator job description.  Selectman Cook discussed how currently the Board is not proactive in human resources only reactive.  During the training classes that the Selectmen attended it was evident that a Town Administrator would manage the human resources aspect.  The Selectmen began reviewing the 14 duties of a Town Administrator (supplied by New Hampshire Municipal Association) and how those duties would fit within the Town of Warner .  

At this time the Selectmen tabled the Town Administrator job description.

Health Officer Charles Durgin met with the Selectmen regarding a property on Cunningham Pond Road .  The property owner has placed a trailer on the lot and built a deck. The Town of Warner does not have records of any permits.   Mr. Durgin also learned that an illegal septic system was installed.  Mr. Durgin will contact the Department of Environmental Services about the system.  A letter will be sent to the property owner demanding removal of the current septic system.  The land is also in current-use, there is no record of any acreage taken out for a residence.  The Selectmen’s office will contact the owner of the property and arrange a meeting; also, the property owner will be requested to bring any supporting data for what is on the land at this time. 

Mr. Durgin was contacted by Department of Environmental Services.  Residents on Joppa Road contacted DES by letter; DES forwarded the letter to Louise Hanna, State Health Officer.  Ms. Hanna has contacted Air Resources, State Veterinarian, State SPCA and is willing to meet with the Town.  Copies of the letter that was sent to DES will be forwarded to Mr. Durgin, who inturn will forward a copy to the Selectmen and the Police Department.

The Selectmen resumed discussing a Town Administrator job description.  All changes will be forwarded to the Selectmen’s secretary who will then generate a draft.
