Martha Mical presented the 2005
abatement requests. Commerford Neider Perkins have reviewed and submitted
their recommendations. The Selectmen reviewed the abatements and either
agreed or disagreed with the recommendations.
Martha Mical informed the Selectmen that
from the Taxable Inventory Forms there are 73 properties that indicated
improvements. Martha recommends continuing the use of the forms because
the Town does not utilize interior building permits. Using the forms also
satisfies State requirements. Selectman Eigabroadt does not approve of the
forms, he feels that there are other methods that could be utilized to
achieve the same information. Selectman Eigabroadt made the motion to not
continue the use of the Taxable Inventory Forms. No second. Selectman Cook
made the motion to direct the Assessing Clerk to order and implement
the Taxable Inventory Forms for 2007. Chairman Hartman seconded the
motion. Selectman Eigabroadt opposed. The motion passed.

to grant abatements for the following properties:

Paul Fouliard, Pete Newman the TA and
the Selectmen met to begin creating a policy for household hazardous
material. A list needs to be created indicating what will be accepted. The
TA recommends tracking material that is given away (maintain a log).
Clarification is needed regarding the length of time a small generator can
hold the material on site. Mr. Fouliard believes that if the material
weighs less than 200 lbs. you can store indefinitely. The TA understands
that material needs to be disposed of every 90 days as a small generator
as was spoken earlier with Paul who did not disagree until this meeting.
Paul also said he does not mind tracking the material if he has the
manpower. The TA does not view the tracking as an added strain to the
current staff. Selectman Cook recommends creating a list of questions to
be answered by the Hazardous Waste Division. Selectman Eigabroadt
recommends making a decision to either go by the rules or come up with a
plan. Chairman Hartman believes that the Town does not have a choice but
to go by the rules. Chairman Hartman understood that the rules were known,
and is disappointed at this point not being able to review a plan that Bob
Bishop from DES, clearly said last year needed to be prepared. Chairman
Hartman thought it would be clarified who the Town needs to satisfy at DES
as far as obtaining approval to run the household hazardous waste
collection program. The TA said that the only way the Town can go over the
90 day disposal without a permit……. (Paul clarified that the Transfer
Station does not hold a permit). Chairman Hartman said that the State
required immediate permitting last year. Selectman Eigabroadt stated that
Mr. Bishop said that the Town was grandfathered under the small hazardous
waste generator because when the Transfer Station was opened it was
included in the paperwork. Chairman Hartman does not recall Mr. Bishop
saying at the Selectmen’s meeting that the Town was grandfathered. The
TA went on to explain that certain requirements need to be met if the Town
wants to ship beyond the 90 days. The TA explained that even though there
are different interpretations, the main issue is the employees are safe
and the Town is in compliance. There is still the letter of deficiency and
part of that is compliance. Chairman Hartman suggested, at a minimum,
going back to the DES letter dated July 25, 2005 and responding to the
items indicated. Item 1 is Transfer Station is to develop a procedure to
ensure that a complete hazardous waste determination is performed on waste
material when it is generated. Chairman Hartman said that the Transfer
Station still has not completed item #1. Paul explained that it is on a
flow chart. Chairman Hartman said that Paul stated to Mr. Bishop (who
cited it in the letter) saying that the Town does not have the staff to
handle household hazardous waste because nobody has been trained. (No one
has been trained since that time). The flow chart indicates the need for
labor, but it does not indicate anything about implementing the process.
The Selectmen agreed that the rules need to be followed as indicated
within the deficiency letter. The Selectmen addressed Paul’s flow chart.
The first item is advertise operation hours for household hazardous
material. The Selectmen agreed that household hazardous material will be
received and processed once a month, first Saturday of the month from 8:00
a.m. to 4:00 p.m., ship material quarterly, and that will satisfy the
90-day limit. An attendant will be stationed during the indicated times
and trained to receive the material. Pete Newman asked if it is necessary
to be trained to receive the material. Pete also asked what hazardous
waste is, is ammonia? The TA explained that once the Town accepts the
material it becomes hazardous waste. Material will be logged (name,
address & telephone #) for material received or given away. Placing
material in the swap area still needs to be determined. For unknown
material, that needs to be learned from DES if it is acceptable to place
the material in a container surrounded with speedy dry and stored for the
collection day. Paul feels that holding a hazardous waste day once a year
would be the easiest solution, but does not feel it would be best for the
Town. Paul and the Selectmen agreed that there should be a fee for
processing the material ($1.00 per container per container up to 5 gallon,
$3.00 over 5 gallons). Selectman Cook submitted some questions that he
would like answered:
What training is required?
Can items be displayed for swapping?
Can unidentified material be
accepted as long as they are stored properly? (separate container
surrounded by speedy-dry)
The TA asked if the material was shipped
every 90 days would it cost more than once a year because of other charges
that are added. Paul said yes, because there would be less material every
90 days, the town is charged by container.
Another work session will be arranged
once the TA learns the answers to the Board’s questions. A start date to
implement the new program will then be determined.
Selectman Eigabroadt made the motion
to go into non-public session per RSA 91-A 3 II (c), matters if discussed
in public would like effect adversely the reputation of any person.

passed.
