Warner Board of Selectmen Work Session Meeting Minutes June 21, 2005
Meeting opened at 11:18 a.m. In attendance: Selectman Wayne Eigabroadt – Chairman, Selectman David E. Hartman and Selectman Richard A. Cook. Recorder of the minutes is Mary Whalen Paul Proulx and Alan Wagner met with the Selectmen following up on a letter dated December 16, 2005 to R.C. Brayshaw Co. on the Selectmen’s decision about planting a buffer zone. The concluding paragraph stated a May 31, 2005 deadline. Chairman Eigabroadt explained that Mr. Brayshaw has since hired a surveyor to determine the exact location of boundaries. A letter from the Selectmen has been sent to Mr. Brayshaw requesting a status report. Both Mr. Proulx and Mr. Wagner expressed their anxiousness for closure. Mr. Wagner noted to the Selectmen that the stakes placed by a surveyor were not exact they were approximate marks; Mr. Wagner would be pleased if the planting were as indicated on the site-plan. Mr. Wagner also explained that since the parking area grade has changed in the back of R.C. Brayshaw Co., Mr. Wagner has experienced a problem with water runoff. Mr. Wagner asked that during the planting of the trees if the Brayshaw Co. could create a swale to divert the water. Mr. Proulx explained to the Selectmen that the operation as it currently stands is in violation of the site plan. Mr. Wagner and Mr. Proulx requested that the Board of Selectmen verify if the added section on the R.C. Brayshaw building is being utilized for manufacturing or storage. Mr. Wagner recommended that in the future the Board of Selectmen send copies of any correspondence regarding the R. C. Brayshaw Co. site plan to the abutting owners. The Selectmen briefly discussed Capital Improvements. The office staff recommended adding central air conditioning to the list of Capital Improvements. Assessing Clerk Martha Mical and Tax Collector Marianne Howlett met with the Selectmen to discuss use of the Taxable Property Inventory Form. The Assessing Clerk encourages the use of the forms; she feels the forms help keep the Town’s properties up to date. The Assessing Clerk requested complete follow through with penalties and pick-ups if the Selectmen choose to implement the forms. The Tax Collector is also in favor of the forms. A past Board of Selectmen approved the forms and then declined the penalties and pick-ups; there was a question on cost effectiveness and the invasion of privacy. The Department of Revenue has explained that the Town is deficient in not having either interior building permits or the inventory form. The Assessing Clerk explained that the last time the Inventory Forms were used there were 400 forms that were not returned, from that 400 the Town could have received $4,000.00 in penalties. The Assessing Clerk explained that the cost is approximately $1,000.00 to process the forms including postage. The Selectmen asked why the forms stopped years ago. The Assessing Clerk explained that a past Board stopped the forms due to the lack of interest in the staff to process the forms. The current staff is in favor of the forms: they can be used to verify residency, pick up interiors that have been improved, and verify school-age children. The Selectmen have until July 12, 2005 to make a decision. Marianne Howlett explained that her office was visited by Barbara Robertson from Department of Revenue Administration. Ms. Robertson noted the lack of security within the Tax Collector’s office. Mrs. Howlett explained that funds received are deposited on a daily basis and recommended purchasing a fireproof locking file cabinet for the storage of liens; Mrs. Howlett will obtain quotes for such cabinets. There is a fire proof cabinet within the office that needs repair, Chairman Eigabroadt will try to repair the unit. The Selectmen were asked if it is acceptable to hold a public meeting in a location other than the Town Hall. The Selectmen agreed that it is acceptable as long as the meeting is open to all members of the public. Motion to adjourn 12:45 p.m. Wayne Eigabroadt – Chairman |
