Warner Board of Selectmen Work Session Meeting Minutes July 5, 2005
Meeting opened at 9:09 a.m. In attendance: Selectman Wayne Eigabroadt – Chairman, Selectman David E. Hartman and Selectman Richard A. Cook Recorder of the minutes is Mary Whalen The Selectmen continue discussion and preparation for the Town Administrator Public Hearing that is scheduled for July 19, 2005. The Selectmen reviewed the Finance Director job description with Wendy Pinkham (current Finance Director). It was agreed by the Selectmen that her role in the budget process may change. The Finance Director spends approximately 65% of her time preparing budgets during the budget season (August – February). The Finance Director explained that she will still need to participate in coordinating the financial needs of the Town with the Treasurer, Tax Collector and Board of Selectmen. This function is completed every two weeks after payroll and payables are issued, about 10% of her time is used during a payable week to review the financial needs. Mrs. Pinkham explained the payable process to the Selectmen. Liability and workman’s comp. could be moved to Town Administrator. Coordination of leave time could be moved to the Town Administrator. Coordination of Town and individual employee insurance, retirement and other benefits, researching and recommending the implementation of Town policies such as health benefits, personnel issues and retirement could be moved to the Town Administrator. Acting as a purchasing agent and soliciting bids will be the Town Administrator’s responsibility. Assisting in the preparation for Grant submissions will remain with the Finance Director. Developing and managing the Town’s information and resources will become a Town Administrator function. Required forms that are submitted to the Department of Revenue will be coordinated between the Finance Director and the Town Administrator. The Selectmen asked if there are any other functions that the Finance Director sees as a Town Administrator function. The Finance Director has in the past and on occasions been asked by Department Heads to type letters for them. The Selectmen would prefer that the Department Heads use the Selectmen’s secretary for such requests. The Selectmen and the Finance Director discussed the current budget process. The Selectmen began preparation for the Public Hearing. Tasks for the presentation were divided among the three Selectmen. Alison Mock met with the Selectmen and informed them that he is unable to maintain membership on the Parking Committee. The Selectmen asked Mr. Mock to submit a letter of resignation.
