Work Session Meeting Minutes

July 12, 2005

 

Meeting opened at 9:19 a.m.

The Selectmen discussed the effects that the Town Administrator position will have on the secretarial position. Maintaining appointment schedule for the Selectmen and overseeing the layout of the Town Report would be a Town Administrator duty. The Selectmen foresee the secretarial position expanding.

The Selectmen discussed possible changes within the current staff if a Town Administrator is hired; the Administrator will mainly be taking on many of the Selectmen’s responsibilities.

The Selectmen met with the Department Heads.

Assessing Clerk Martha Mical informed the Selectmen that letters have been sent to property owners indicating the new property values. The Town’s values increased by approximately 33%, appointments are being arranged for informal reviews. The Selectmen will review the list of new property values and will note their comments. Selectman Hartman commented that it would have been informative for the property owner if the Town’s increased value was indicated on the letters that were sent out. The State will return next week to begin the review process.

Finance Director Wendy Pinkham asked if Chairman Eigabroadt would like to attend a retiree’s workshop on July 26th. The program is offered by the Local Government Center that will review the billing process regarding health coverage for retirees. The Selectmen recommended that Mrs. Pinkham attend the workshop. The Selectmen need to consider the status of the rug in the lower meeting room. A claim has been filed with the insurance company, the lower meeting room flooded during a torrential rain storm. Mrs. Pinkham will contact Sterling Rug Cleaners, they came the following day after the flood and extracted the water from the rug. A cleaning now needs to be scheduled. Allan Brown explained that all the drains within the business area dump into one drain. Ed Mical will obtain a cost for tiling the lower meeting area.

Marianne Howlett, Tax Collector, clarified with the Selectmen about proceeding as the law mandates for Map 7 Lot 70-4. The property owner was given a time extension to pay property taxes; a payment plan was to be created between the property owner and the Tax Collector. The property owner, due to circumstances beyond his control was unable to meet with the Tax Collector. The Tax Collector recommends waiting until September 30, 2005 as stated in the extension. The property owner has contacted the office, a meeting will be arranged to meet with the Selectmen.

Charles Durgin, Health Officer explained that Map 7 Lot 30 has a septic design ready for approval by the State; a contractor has been arranged for installation. Another property located on Map 13 Lot 11 has arranged a contractor to install a new septic system, the current one has failed. Mr. Durgin has verified that the property owner located on Map 9 Lot 35 is pumping the holding tank on a weekly basis.

Paul Fouliard, Transfer Station Department Head presented a list of items that he would like to accomplish by the end of summer:

Increase amount of money received from dumpsters, administrative costs were not figured, and right now the Town is only breaking even.

Asking the Selectmen to reconsider their decision regarding a structure made from tires, and to also reconsider receiving plastic and glass from Bradford.

Set up a revenue account.

Address manpower and additional land for storage.

Ed Mical is looking at installing an outdoor light at the end of the building. Mr. Fouliard commented that he would contact PSNH for additional outdoor lighting. Chairman Eigabroadt reiterated that the Board of Selectmen previously decided not to use PSNH because there would be no way to shut the lights off when the station is closed. The Board understood that estimates would be sought. Mr. Fouliard explained that estimates were sought and the cost is not affordable ($3,500.00). The Board has not seen the estimates and would like to review them. Mrs. Pinkham had a question regarding the dumpsters and the statement that the Town is breaking even in costs. All the Town does at this time is bill Naughton & Sons. Mr. Fouliard explained that Naughton’s original suggestion was that additional monies be added on the bill. Mr. Fouliard explained that the Town is loosing money from the lack of recycling from the dumpster users. An additional $9.44 a month charged per dumpster would cover recycables that are being thrown away. The Selectmen will meet with Mr. Fouliard on July 26, 2005 at 9:00 a.m. to further discuss these recommendations. The Selectmen requested supporting documentation. A chemical shower and eye wash still needs to be installed, Mr. Fouliard is working on heating the area with an oil burner before installing the shower.

There is another bunch of tires from Henniker Road that will be disposed of at the Transfer Station.

Marianne Howlett spoke to the Selectmen about a letter received from the Department of Revenue regarding office security. Mrs. Howlett recommended instead of fixing the fireproof file cabinet, to instead remedy the door, add a small counter in front of her desk and purchase a three-door fire safe positioned close to her desk.

Allan Brown Director of Public Works received a request for a STOP sign in the Waterloo area. The request will be forwarded to the Highway Safety Committee, which meets on July 18, 2005.

The Selectmen continued preparation for the Public Hearing scheduled for July 19, 2005.
