SELECTMEN=S WORK SESSION

JULY 17, 2001

 

SUBJECT: Revaluation

In attendance was Chairman Brayshaw, Selectman O=Connor, Selectman Mical, Assessing Clerk Martha Mical, representatives from Department of Revenue, Bob Camp and Mary Moses.

Members of the public in attendance were Barbara Annis.

The Selectmen met with the representatives from D.R.A. to take the opportunity to ask questions about the upcoming revaluation the town has been ordered to do. It was determined that the Selectmen being the governing body can set the parameters for what can be assessed. The Selectmen would formulate a data collection check list with the assessing company.

Selectman O=Connor asked what would happen if a property owner refused to have his/her property assessed without prior notification. It was advised by D.R.A to leave a card and try to make another appointment at that point. If the owner totally refuses, then that person will lose the right to appeal their assessment. It was suggested to notify the Town=s people that the revaluation will be coming.

D.R.A. clarified that April 1, 2003 is the completion date, the job may run over, but it will be retroactive back to April 1st. Discussion followed.

D.R.A. advised the Selectmen to talk to other town=s to see if they are satisfied with the assessing companies they are working with to gather reference information, also bonding of the hired company was recommended. D.R.A will be doing the monitoring of the assessing company that the town chooses.

The Selectmen discussed the Assessing Clerk=s role in the revaluation. Discussion followed.

Work in progress (new construction), a view factor, topography, etc. was discussed.

Further discussion continued about new and old homes.

The Selectmen will have more work sessions scheduled on this subject. Dates have yet to be determined.
