Warner Board of Selectmen Work Session July 27, 2005
Meeting opened at 1:07 p.m. In attendance: Selectman Wayne Eigabroadt – Chairman, Selectman David E. Hartman and Selectman Richard A. Cook Recorder of the minutes is Mary Whalen Others present: Martha Mical – Assessing Clerk Phil Bodwell – Commerford Nieder Perkins Jim Duris – Mesa International Jim Barnes – Mesa International Mr. Duris presented his concerns regarding the assessed value of Mesa International located on Kearsarge Mountain Road. The Town has assessed the property at $1,239,330.00; Capital Appraisal Associates was hired by Mesa International and assessed the property at $885,000.00. Mr. Bodwell reviewed the appraisal from Capital Appraisal and found that the comparables were based on an office in one location and a warehouse in another location and then lumped together. The comparables were not based on one entire property similar to Mesa. Commerford Nieder Perkins did not have a comparable within the Town of Warner. Mr. Duris believes that back in 2003 he received wrong information from both the Town and then Earls Nieder Perkins thus missing the filing period for abatement. At this point Mr. Duris would like to know which appraisal is correct, the one from the Town or the one from Capital Appraisal. Mr. Bodwell agreed to review the Capital Appraisal in depth. The Assessing Clerk explained that the review would only affect the values for 2005. The Board of Selectmen would be responsible for consideration of any prior years. Mr. Duris commented that he/Mesa is concerned about the difference in the two appraisals. Mesa believes that they did what the Town told them, their request for abatement but was not considered because they missed the filing deadline. Mesa feels they missed the filing period due to poor information from the Town. Mr. Duris also feels that Mesa International’s integrity is in question; Mesa has accommodated the Town on several occasions. Mr. Duris is asking to be treated fairly, and to receive an understanding as to why the assessments are so different. Commerford Nieder Perkins will send a letter to Mesa International within 2-3 weeks explaining any changes to the assessment. The Assessing Clerk explained to Mr. Barnes and Mr. Duris that if they are not satisfied with the final assessment value they are to submit the required paperwork for an abatement after the second tax billing (end of October 2005) is received no later than March 1, 2006. Mr. Duris requested an explanation to the differences that Commerford Nieder Perkins finds when they review the assessed value. Motion to adjourn 1:35 p.m.
