The Selectmen met with the Precinct to assure coordination between the Precinct and the Town regarding Mill Street. Mill Street is on the Capital Improvements Plan. Mr. Brown intends to reconstruct Mill Street, during that time the Precinct will be able to eliminate a water line that is no longer needed. The Precinct will budget for a new sewer line and valves. The Town owns 3 rods (49.5’) on Mill Street. The Town will widen and install sidewalks. The area was surveyed in 1991. The Precinct will need to budget for engineering costs. The project is slated for 2006/2007 along with Waldron Hill Road. Mr. Brown will obtain a quote for the engineering of both sites.

The Selectmen discussed with the Director of Public Works a property located on Map 14 Lot 16 that accesses their property through property that is owned by the Town Map 14 Lot 17. Mr. Brown explained that the current home has never had a driveway from that spot to North Road. Access through the Town property has, until recently, been closed off; a right of passage could be gained after 20 years of unrestricted use. Mr. Brown explained that the cost of a new driveway to Map 14 Lot 16 would be extremely costly because of the extreme downward slope. Selectman Cook will contact Local Government Center for advisement regarding the use of Town property.

Martha Mical asked the Board to ask Town Counsel if the town is liable for driveways that are not accessible to emergency apparatus. Selectmen Cook will contact Local Government Center.

The Selectmen discussed with the Director of Public Works the Horne Street and Newmarket Intersection. A wetland permit needs to be filed first; Mr. Brown is planning to repair the culverts by the fall. Mr. Brown needed to submit more information for the wetland permit on Poverty Plains Road. Mr. Brown is waiting for cost estimates from State Bridge Aid (Connors Mill). Mr. Brown will assist in protecting an old tree on Gould Road while a logging operation is underway. A letter will be sent to the logger (Chuck Rose) to contact Mr. Brown before logging begins.

Maintenance Technician Ed Mical will be conducting fire extinguisher inspections. The fire panels also need to be inspected along with the sprinklers. Mr. Mical will verify that there is adequate funding in the budget before arranging the inspections. Mr. Mical recommends replacing the current mowing machine for next year, a quote will be obtained. Mr. Mical also recommended adding the Transfer Station and Highway Department to the mowing and if so the mower that is purchased should accommodate those areas. The windows at the Old Grade School have been completed. Mr. Mical thanked the Highway crew for their assistance. The door frame at the Town beach was repaired. Mr. Mical asked Mr. Brown if the walk way to the playground at the Old Grade School could be repaired, it has washed out again. Mr. Brown will look at the area. Mr. Mical will be painting the stairways at the Old Grade School the week of August 22nd. Mr. Mical is obtaining estimates for outdoor lighting at the Transfer Station. As Emergency Management, because the Town has a Hazard Mitigation Plan, the Town is eligible Pre-Disaster Mitigation money. Mr. Mical, Mr. Brown and a representative from the State visited East Roby Road (slated for re-construction). Mr. Mical needs to submit a letter of intent for a 75/25 funding match. There is also a seminar on September 15th in Concord, NH on submitting the letter of intent. On October 25, 26 & 27 (tentative dates) is a seminar for the analysis for the grant program. The State rep. recommended that both Mr. Mical and Mr. Brown attend both seminars. Mr. Mical will also be submitting reimbursement for spare air cylinders and a chemical detection kit from Homeland III. The Selectmen’s signature is required for a release of claims for an incident on I-89 back in February 2005. Mr. Mical will complete a Flood Emergency Preparedness Insurance Program Survey with the assistance from the Building Inspector Secretary.

Transfer Station Department Head Paul Fouliard discussed the recent letter of deficiency dated July 25, 2005 from the Department of Environmental Services concerning hazardous waste. The Selectmen need to finish reading the letter from DES. The Selectmen will further discuss the letter on August 16, 2005 at 10:30 a.m.

Tax Collector Marianne Howlett will be attending a class for certification all next week. Selectman Cook explained that the Selectmen will not be completing Performance Evaluations for the Tax Collector or the Town Clerk; it is not within the position of the Board of Selectmen to review their job performance as an elected official. The budget process will deal with salaries. Judith Rogers commented that it was voted at a Town Meeting to treat elected officials like employees unless rescinded at a Town Meeting. Selectman Cook was advised legally that the Board of Selectmen it is not within their position to review elected officials.

Finance Director Wendy Pinkham asked for payment clarification for Spring Appraisal Company, recommendation is to pay the statement from the legal line because the appraisal is from Market Basket vs. Town of Warner. Selectman Hartman has asked for a breakdown by department showing each employee pay grade from 2002 to present.

Town Clerk Judith Rogers will announce different methods that residents can use to register their vehicles. A final licensing date for dogs will be noticed before the fines are mailed. Mrs. Rogers received a scholarship and attended the New England Municipal Clerks Institute and Academy that was held at Salve Regina University in Newport RI.

The Selectmen explained that advertising for the Town Administrator position has begun, interviews will be arranged for early October. It was also clarified that the Department Heads will have direct contact with the Town Administrator instead of the Selectmen; the Board of Selectmen will maintain policy.
