The meeting focused on the final review of a
hazardous material policy created by the TA. A policy from Goffstown was
used as a reference along with a list of household hazardous material.
The TA also created a list based on information supplied by the
Environmental Protection Agency. The list was reviewed and appropriate
changes were agreed upon.
Chairman Hartman proposed holding the hazardous waste
collection on the first Saturday of every month. Chairman Hartman noted
that the policy from Goffstown has an extensive amount of detail on how
to operate and control the hazardous material operations; Warner’s
proposed policy does not. The TA agreed, and asked the Board what they
would like to add to the policy. The TA explained that Goffstown employs
a chemist who probably assisted in creating their policy. The Town of
Warner needs a basic plan that covers everything that DES wants covered
without being elaborate. DES may still recommend an annual household
hazardous waste day.
Chairman Hartman asked about accumulation. Paul said
the Transfer Station can accumulate up to 2200 lbs. without a permit,
with no time limit. Paul explained that the station has a hazard waste
designation number, but does not need a special permit as long as the
accumulation stays under 2200 lbs. Paul needs to provide a storage
capacity amount for the secured area. Paul recommended under 2000 lbs.
Removing the material once a year is recommended; also, Paul recommends
initiating a fee; there was a substantial positive effect when fees were
initiated for the paint.
For an emergency response plan the policy will refer
to the Warner’s Emergency Operation Plan. Ed Mical (stopped in during
the work session) explained that as part of the hazmat annex it is
required by OSHA; any person responding to a hazmat response must be
trained to the OSHA standard (per EPA regulations).
No commercial material will be accepted. The work
session continued to review the policy making appropriate changes. It
was agreed, whoever handles the material will need training, and
currently Paul is the only one certified. Fee’s were established and
will be enforced by the receiving attendant. The TA will make the
recommended changes; the Selectmen will review the final draft which
will then be forwarded to DES for approval.
