Chairman Mical opened the work session at 8:00 a.m. The purpose of the work session is to discuss the budget and the Department of Environmental Services inspection report for the Transfer Station.

Chairman Mical paraphrased the DES report: On July 9, 2003 personnel from New Hampshire Department of Environmental Services Waste Management conducted an inspection of the facility (Transfer Station) and noted some items. DES has given the Town of Warner sixty (60) days to respond to their concerns.

Mr. Fouliard presented his recommendations to the Selectmen:

  • Ash & sheet rock area, a letter of intent has been sent to the Department of Environmental Services on September 2, 2003, DES has given tentative approval to use the sheet rock around the burn pile. Ash from the burn pile has not been trucked out in five years. There is no legal way to dispose of ash. One option is to have the ash tested at a cost of $406.00. If the ash passes testing it can then be mixed with the mulch.
  • Miscellaneous metal next to the burn pile. Mr. Fouliard stated that you cannot keep nails, latches, etc. out of the burn pile. During the inspection DES noted that the burn pile was well managed. Mr. Fouliard explained that the burn pile is cleaned periodically of metal.
  • The swap area and the household hazardous waste storage area need to be specifically delineated. Mr. Fouliard will keep the household hazardous waste door closed along with a "keep out" sign.
  • DES observed several bails of recycled cans and open bags of stored aluminum. The aluminum storage needs to be addressed. Mr. Fouliard has removed all aluminum to the center bay.
  • DES noted the stockpile of shingles as manageable. Mr. Fouliard has disposed of the shingles and can now feed them into the demo box.
  • DES noted that the signs posted at the Transfer Station do not include the required information.
  • DES noted that permits and licenses were not properly posted.
  • DES noted that there is no closing procedure posted at the Transfer Station.
  • Mr. Fouliard will draft a response to all of DES’s concerns.

The report did note that DES commends the Town of Warner for its efforts to divert material.

The Board began the budget process. The Budget Committees schedule was reviewed. The budget process was discussed. The Department Heads will be scheduled to meet with the Selectmen prior to their scheduled meeting with the Budget Committee. The Selectmen will be meeting with the Department Heads and Chairs from the Zoning, Planning, Parks & Recreation and Conservation Commission on September 30, 2003, at this time the specific budgets will be handed out.

The Selectmen discussed window replacement at the Old Graded School. Chairman Mical did notice some leakage in the small windows. The Selectmen have chosen to wait until next year for window replacement.

Selectman Brayshaw discussed with the Board that he has verified with the State of New Hampshire that property owners are allowed to take twenty (20) cords of wood off of their property. The Board of Selectmen suggested that Selectman Brayshaw speak to the Assessing Clerk about this information.

Chairman Mical made the motion to adjourn at 8:56 a.m. Selectman Brown seconded the motion. All were in favor. The motion passed.
