Meeting opened at In Attendance: Selectman David E. Hartman – Chairman Selectman Wayne Eigabroadt Selectman Richard A. Cook Absent: None Recorder: Mary Whalen Others Present: Laura Buono – Town Administrator Martha Mical Judith Rogers Selectman Cook took all the Capital Improvements
created a spreadsheet and moved expenses (not including the road
expenses) around to try to keep the total flat across 6 years.
Based on what was approved last year for capital expenses which
is $598,000 the spreadsheet looks pretty good except the cost for roads
is not included. Laura did the same spread sheet but included the road
expenses; her total was $1.1 million per year for capital expenses. Chairman Hartman confirmed with Selectman Cook that
the $598,000 includes $184,000 (one time expense for the Precinct).
Selectman Cook said yes. Also
confirmed is the $200,000 that was placed in capital reserve for road

$0000 Town Hall Steps – Selectman Cook recommends
focusing on the Old Graded School Roof $27,000 Selectman Cook has obtained a quote that is considerably less than the previous contractor for the roof repair at the Town Hall which is scheduled for 2009. 2010 Full Evaluation $50,000 Town Hall Addition $25,000 Laura explained that she and the Town Clerk have
been in contact with a representative that deals with record retention;
there is grant money available. There
has been some discussion about moving the Town Clerk into the
Selectmen’s office and using a portion of the office for record
retention. Other
alternatives where discussed. Laura
recommended if a capital reserve is started for an addition to the Town
Hall; labeling the funding in such a way this year so that if internal
renovations are decided upon there would be funding available that could
be combined with the grant money. Laura
recommended funding $25,000 and possibly re-addressing the amount. POLICE DEPARTMENT Fleet Management $33,330 Selectman Cook recommends funding $25,000 a year
beginning in 2009 HIGHWAY DEPARTMENT Bridge Repair Capital Reserve The Selectmen discussed if it is necessary to have a separate Bridge Repair Fund or could the funding be combined with road construction. Selectman Eigabroadt believes if the bridge repair funding is in a general fund it may impair the ability to receive matching grant money. Pavement Shim and Overlay Laura will clarify with Allan Brown about the
annual $125,000 funding for Pavement, Shim and Overlay; is that capital
or an operating expense. The
Selectmen feel that it should be an operating expense. Road Construction Selectman Cook recommends having Laura look into bonding. The Road Committee has prioritized five projects. Selectman Eigabroadt recommends adding an amount to the Road Construction Fund for engineering work. Chairman Hartman said that engineering could be incorporated into the bond. Laura received bond information in 2006, for $700,000 (4.2%) the Town would end up paying $854,350 over 10 years. The Selectmen agreed that bonding the road construction is in the best interest of the town. Selectman Eigabroadt recommended funding up to $15,000 for engineering and other potential costs. Selectman Cook is concerned that two road projects is not enough considering the bond is for 10 years; most likely another bond would not be taken out during that time period. Selectman Eigabroadt recommends reviewing all the costs and possibly bonding for 3 projects then looking at another bond when the gravel pit is paid in 2013. Chairman Hartman added this thought, the Town has scheduled $200,000 per year for the road construction fund, and in 10-years that amount is $2 million. Selectman Cook said it was discussed to do one road project every 5 years. Keeping in mind the money borrowed, the earned interest would go into the general fund. The Selectmen asked Laura to look into 1 million or 2 million bond. Highway Equipment
$110,000 The Selectmen agreed that the Mack truck
replacement schedule needs to be looked at again.
Based on the 6 year schedule for equipment $110,000 per year, may
be reduced if the Mack schedule is extended. Transfer Station
$69,000 The expansion of the facility is scheduled in the
CIP for 2008, the Selectmen said based on the fact that the Facility
Committee has not yet been established and along with waiting for a
response from the State in regards to the property lease, they feel
expansion will not take place in 2008.
Selectman Cook recommended applying the $69,000 ($37,000 for
expansion, $22,000 for scales, $10,000 paving) for the land purchase
from the State. Martha asked
the Board if it is known the Town will purchase the land, the Board said
not at this time, the options are lease or purchase. Conservation Commission
$50,000 Fire Station The Fire Departments CIP plan is to purchase
property for a central fire station between the years 2006 – 2010.
Selectman Cook recommends contacting the Fire Department and
meeting with them for an update regarding the sites that they are
reviewing. The Fire
Department foresees 2 full time EMS Fire Personnel in 2011 in the amount
of $110,000; Selectman Cook did not add the personnel expense under
capital because it falls under operating.
Also in 2011 the FD lists an ambulance in the amount of $160,000
and in 2013 $2 million for a central fire station.
The Selectmen agreed before establishing a capital amount the
Board needs to meet with a representative from the Fire Department. Emergency Management
$00,000 Alternate emergency route Planning Board Chairman Hartman asked Selectman Eigabroadt who is the Planning Board Liaison why the Planning Board is in the CIP. Selectman Eigabroadt answered that he did not know why, but what has been submitted is a result of the exit 9 development, access studies, negotiations between the property owners, recommendation from CNHRPC and State DOT. $20,000 Traffic Signal Installation Exit 9: Selectman Eigabroadt explained that the funding was voted down last year, there is currently $10,000 in a capital reserve. Selectman Cook asked if there is a timeline in place. Selectman Eigabroadt said the traffic light could be done at any time because it meets all the criteria, it’s possible that a liability could speed up the installation, other than that it’s up to the Town. Chairman Hartman confirmed that the total indicated ($120,000) is funded solely by the Town. Selectman Eigabroadt said that there may be exaction fees to offset the cost but the total is probably more in the amount of $175,000. $25,000 Park
& Ride Construction with Traffic Signal (exit 9 signal):
Selectman Eigabroadt explained when the traffic signal is
installed that is the drop dead date when the park & ride needs to
be reconstructed; the Planning Board believes in the short term the park
& ride will be reconstructed by RAW Investments because that was
part of the negotiations. The
plan is to eliminate the closest exit to the traffic light, the hole
would be filled and the parking layout would be changed.
Selectman Cook asked if there is a second light at the upper
entrance of the park & ride. Selectman
Eigabroadt said no, in the distant future a second light would be at the
$12,500 Land
Acquisition – Access Roads & Cross Easements: Selectman
Eigabroadt explained the cross easements would be for the ability to
have connecting roads between the commercial properties at exit 9; the
purchase of those easements would be the responsibility of the Town.
Martha Mical asked why. Selectman
Eigabroadt didn’t know the answer; he said the information came from
CNHRPC. Selectman Eigabroadt
did not know what the land acquisition was for.
Selectman Eigabroadt believes the access roads are tied into the
Emergency Management request. Selectman
Cook recommends meeting with the Planning Board to address what they
have proposed in the CIP. Parks & Recreation Requesting $16,000 for paving the parking area at 2. GENERAL BUSINESS The Selectmen will arrange to meet with a member
from Planning Board and the Fire Department on October 9th
beginning at Selectman Cook said that the Odd Fellows Building
Committee may be coming before the Selectmen regarding the parking and
drainage issues. Martha Mical informed the Selectmen that a summer
camp was consumed by fire. Martha
said in the past the Selectmen have abated the tax bill from the time of
the fire. Judith Rogers
asked if the property owner would need to request the abatement.
Martha said in the past a request was not required.
Judith asked what if the Tax Collector is not aware of a home
fire. Laura feels that
paperwork should be submitted for abatement. Martha said the State of NH Department of Revenue
has submitted a residency requirement for Veteran’s Exemption’s. Motion to adjourn at Board of Selectmen
