Meeting opened at 6:15 p.m.

Continued talks on the 2007 budget; Laura is still waiting for new insurance rates. Selectman Cook recommends creating a spread sheet that shows salaries for the Town and the total cost for benefits and the difference between 2006 & 2007.

Preparation for the November 9^th Budget Committee meeting was discussed.

Application of FEMA money toward the Highway Department budget was discussed. Chairman Hartman recommends readdressing the request to hire Weaver Bros. to apply base gravel and drainage to Poverty Plains Road in the amount of $50,000.00.

Selectman Cook asked about the need for a second part-time officer at the Police Department. Laura personally supports more than one part-time position in any department because it cuts down on overtime and allows coverage for sick time and vacation time.

The telephone costs will be paid from the Selectmen’s budget beginning in 2007. Laura will discuss with the Budget Committee budget format changes.

Laura has created a spread sheet in regards to salary increases which the Selectmen will review and submit their comments. Laura is asking to reserve $28,000 for budget purposes in relation to wage increases. To date performance evaluations have not been completed. The Selectmen and Laura discussed merit increases versus cost of living increases. Laura has broken out the current wage scales by adding more steps and changed some of the beginning wages.

A seasonal grounds maintenance position for the fields is being created which would fall under the Highway Department.

Concord Regional Co-op needs to be contacted for 2007 per ton fee.

The Selectmen discussed considering a change in health benefits if there is a substantial change in cost savings. Laura is still waiting to hear from Local Government Center about the new rates.
