Meeting opened at 9:53 a.m.

In attendance: Selectman Wayne Eigabroadt – Chairman, Selectman David E. Hartman, and Selectman Richard A. Cook

Mr. Durgin met with the Selectmen to recommend that the Town join the Capital Area Health Network. This network allows the ability to work with adjacent Towns. Mr. Durgin volunteered to be the main point of contact and Ed Mical will be the alternate contact.

The Selectmen will contact Town Counsel regarding a court appearance on November 17, 2005 regarding 155 B Order that was placed on the Ruff residence located on Joppa Road. Mr. Durgin needs to participate at this court appearance but cannot be available on November 17th. Town Counsel will file a continuance.

Mr. Durgin informed the Board that a new septic system is in the process of being installed at the property owned by Julie Whittemore. Mr. Durgin also investigated a complaint about a strong odor on the backside of Burnt Hill. When Mr. Durgin visited the property (no names stated) the owner who is building a new home informed Mr. Durgin that the contractor uncovered ledge and was told by the contractor that the ledge is the source of the odor (sulfur smell).

Marianne Howlett met with the Selectmen requesting a book keeping abatement. There were two mobile homes not on site at Pleasant Lake Estates on April 1st, but were still in the system for the first billing. A second issue was run because you cannot delete in between issues. Also, abatement is requested for New Hampshire Electric Co-op for a building that does not exist in the Town of Warner and for a property that allows access to Bagely Field (a letter will be sent to the new owners). The Tax Collector misplaced a check last June from Harold Whittemore for payment toward property taxes, the owner has reissued another check and the Tax Collector is asking for abatement toward any interest fees. A list of refunds was also presented. The Selectmen will address these abatements at the public meeting scheduled for this evening.

The Selectmen began working on the budget with the Finance Director:

   The Selectmen agreed not to increase their stipend.

The Town Administrator will remain on a separate line this year.

The Selectmen agreed to maintain life insurance as it is.

Salaries, wages and benefits still need to be determined.

Elections

Supervisors of the Checklist determined 111 hours x $7.80 = $865.80 (there will be no increase to the hourly rate).

The Selectmen along with the Finance Director continued to review the budget as previously prepared.

The Selectmen agreed to a black & white cover for the Town Report.

The Selectmen recessed for lunch at 12:55 p.m.

Back in session at 2:25 p.m.

The Selectmen agreed to decrease Legal to $7,000.00

The Selectmen reviewed the Planning Board budget for 2006; the budget presented fell within the 3% (1.4-%) increase cap.

Reviewed the Zoning Board budget for 2006, the budget presented fell within the 3% increase cap.

Town Hall General Government Buildings was reviewed; total increase amounted to 5.6% minus heating.

Old Grade School was reviewed; decreased by 7% including fuel, 24% without fuel.

Cemeteries increased by 16%, request totals $14,000.00, and the bulk is for mowing.

Central NH Regional Planning $3,085.00

Contingency Fund $5,000.00

Bond, principal amounts to $47,011.00, interest amounts to $21,000.00

Outside Services $8,000.00

Community Action Program $15,792.00

Preschool no change

Daycare $9,980.00

Contribution/Donation $2,500.00

Police, reflects a 4.7%, excluding additional part time hours cut to (400 hours @ $12.60 per hour) & fuel costs. The Selectmen also cut Office Supplies & Equipment by $1,000.00. Uniforms were cut by $2,436.00 bringing the increase to the Police budget to 3.4%. The Selectmen will consult with the Police Chief.

The Selectmen agreed to keep the health benefits, as they are, there will be no employee contribution in 2006 (excluding dental).

The Selectmen met with the Finance Director to continue work on the budget for 2006.

To summarize, the Selectmen made some changes to the Police Department 2006 budget as follows:

subtracted $1,000.00 from information technology

subtracted 400 hours from part-time

subtracted one uniform

Special Detail adjusted to amount $6,000.00

These changes resulted in a 3.4% increase to the 2006 Police budget. Selectman Cook noticed that under Utilities there is only $2,500.00 budgeted; based on 2004 usage at 3,659 gallons, that amount should be higher. The Selectmen adjusted Utilities to amount to $4,720.00. The bottom line to the 2006 Police Department budget amounts to $386,559.00 (5.7% increase including fuel).

The Selectmen reviewed the 2006 Fire Department budget as presented:

No changes were made, the total budget amounts to $145,739.00, slightly decreased from 2005.

Forest Fires budgeted for $5,000.00

Building Inspector requesting $3,500.00

o Clerk requesting $2,100.00

o Mileage requesting $500.00

o Supplies requesting $300.00

Emergency Management requesting $7,675.00

Street Lighting requesting $7,800.00

Transfer Station reflects a 1.025% increase from 2005
