Capital proposals for 2007 were discussed; Chairman
Hartman added that even though the Budget Committee did not accept the
Capital Improvements Program that was presented this year the Selectmen
will use it as guidance.
Conservation Fund will be asking for $50,000.
The Selectmen recommend $50,000 for the Highway
Equipment Capital Reserve and a new loader will be presented as a
warrant article for 2007.
Laura recommends presenting all the FEMA funded
projects in one warrant showing the expenses for the repairs then what
needs to be raised by the Town. Connors Mill will be presented
separately. Selectman Cook asked if the Town match could come out of the
operating budget if the Town crew is going to complete the work. Laura
explained that the Towns portion of 25% can, but the larger jobs may be
contracted out. There will be a Public Hearing to accept the FEMA funds
on November 28th; these funds are for projects in 2006 and
2007 with a time limit for completion. Laura will obtain information for
bonding the reconstruction of the Connors Mill Bridge. Laura will also
research the State’s procedure for funding the reconstruction of the
bridge. A warrant article for funding the Road Construction Fund will be
presented in the amount of $200,000 knowing that the funding would be
used primarily for the engineering of projects.
The Maintenance Technician will verify the condition
of the last section of the Town Hall roof that is scheduled for new
slate. An updated estimate to level the granite steps is being worked on
also. It is felt that the electrical update of the stage area can be
absorbed within the budget. The refurbishing of the lower meeting room
floor will not be addressed this coming year. The small tile area at the
bottom of the stairs needs to be replaced; it is believed that this
could be absorbed within the budget. A warrant article for the granite
steps in the amount of $20,000 will be presented.
The repair of the Old Graded School roof will be
addressed in 2007.
Book preservation will be included in the operating
budget.
The Selectmen are not inclined to fund the Fire
Department Building/Renovation Fund. The Budget Committee felt that as
long as there is enough funding to sign a purchase & sales agreement
on a piece of property the building could be bonded. The Selectmen
discussed the need for a sprinkler system in the current station.
Laura will arrange a meeting with the Trustees of the
Trust Funds to obtain a history of each Capital Reserve Fund.
Property Revaluation will be asking for $50,000
Forest Fire will not be additionally funded.
Cemeteries will be asking for $5,000
Exit 9 traffic control needs clarification from the
Planning Board; $10,000 is the amount that will be asked for.
Police cruiser will be presented in a warrant article
in the amount of $31,000 for a SUV.
The Solid Waste proposal will need to be reviewed.
