Warner Board of Selectmen Work Session November 22, 2005
Meeting opened at 9:00 a.m. In attendance: Selectman Wayne Eigabroadt – Chairman, Selectman David E. Hartman and Selectman Richard A. Cook Recorder of the minutes is Mary Whalen Others present: Lynn Perkins – Precinct Commissioner Phil Lord – Precinct Commissioner Pete Newman – Precinct Commissioner Jim Mclaughlin – Precinct Treasurer Alan Wagner – resident Mr. & Mrs. Joe Bonanno - resident The Selectmen invited the Commissioner’s to discuss the recent billing for water usage at the Police Station. A leak was found, it was one of the feeder lines that run under the front parking lot over to the hillside sprinkler system. The Precinct Supervisor did investigate for leakage inside the Police department but did not find the source, the Supervisor said that he would return and complete a dye test, the test was not completed. The next quarterly bill arrived indicating a large amount of water usage, which is when Chairman Eigabroadt and the Director of Public Works found the leak in the sprinkler system outside. There were two quarterly bills that indicated over 80,000 gallons each. Chairman Eigabroadt asked the Precinct Commissioners to consider adjusting the bill to an average quarterly bill. The first quarter was adjusted to $320.00. Selectman Cook asked when the water would be shut off at Riverside Park. Mr. Lord explained that the shut off would be done with the Mill Street project. Selectman Cook confirmed that if Mill Street is not reconstructed then the water would not be shut off at Riverside in 2006. Selectman Cook learned at the Budget Committee meeting that reconstruction of Mill Street from the Precinct stand point was not an option for 2006. Mr. Lord explained that to complete Mill Street the Precinct would need to borrow money; the Precinct needs to further discuss this scenario. The total cost to reconstruct Mill St. is $600,000.00. Mill Street has moved up the priority list due to the location and the amount of traffic the road receives. The Precinct’s portion amounts to approximately $140,000.00. To summarize, the Precinct will adjust the billing for the Police Department. The Selectmen signed a statement that would complete the grant process for well and holding tank refurbishment. The Selectmen and the Precinct will be in communication regarding Mill Street. Alan Wagner met with the Selectmen to discuss a grade-all that is parked on property (Newmarket Road) that is owned by Mr. Wagner. The Selectmen explained that the office received a complaint about the equipment, being that the property is zoned R3 it is prohibited to store construction equipment without a variance. The Selectmen agreed to allow up until May 1, 2006 for Mr. Wagner to sell/remove the equipment from the property along with applying for a "Home Occupation Permit". A letter will follow explaining what has been agreed to. The Selectmen discussed Capital Expenditures.
The Selectmen spent time discussing how to approach road construction projects and the regular on-going maintenance of roads, culvert replacement etc. Joe Bonanno met with the Selectmen to request permission to live in a camper during the construction of his new home. Mr. Bonanno anticipates that the home will be completed within 8 months. The Selectmen will address the request during the Selectmen’s meeting scheduled for this evening.
