Warner Board of Selectmen Meeting Minutes Tuesday, Chairman Karrick opened the meeting at In Attendance:

Town Administrator – Laura Buono Absent:
None 1. Capital Budget
Fire Department Equipment - A new pumper is needed.
The Town Administrator is obtaining finance information.
Possible grant option, this will not be known until next year.
Currently there is $64K available in a Capital Reserve that could
be used for the first year payment if financing is agreed upon.
A zero impact warrant article would be presented. The need for
the pumper was discussed. It
has been reported that the current pumper will not pass an inspection
because of the frame; there is a lot of rust.
The Board discussed having another inspection completed on the
vehicle. The Selectmen would
also like a cost for repairing the frame.
The Fire Chief also said that the current vehicle has low water
pressure. The Selectmen
would like to have the pressure checked when the frame is being
assessed.
Generator – Fire Department - There is a chance the cost of a
generator could be off-set by a grant.
If not, the money will stay in a reserve until next year where
money can be added to fully fund the installation.
The Selectmen recommend $18,750, which is half the cost of the
generator and the Town’s portion for the grant.
Dry Fire Hydrants - This is another item that may be off-set by a
grant. The Town’s portion
is $25K.
Odd Fellows Building - Selectman Carson asked if there is an
article presented dealing with the Odd Fellows Building will that impact
any of the capital decisions. Selectman
Hartman said it would add money. ·
Road Construction - The Selectmen discussed the
possibility of reconstructing
Highway Equipment - The Selectmen decided upon $50
Conservation Commission - The Selectmen decided upon $30K The Town Administrator said with the
current operating and capital budget the tax impact equals to a negative
1.89% (minus 17¢ per thousand). The Selectmen discussed the 2. General Business The Selectmen discussed the flexible
spending account and will allow the maximum amount of $1,500. The Town Administrator reported that she
spoke with Mr. Azmy, he said he does not want to meet with the
Selectmen. Instead Mr. Azmy
would like a letter explaining why the Selectmen want to visit his
property. The Town
Administrator said she would create a letter explaining the violations
on Mr. Azmy’s property. The
Selectmen will send the Police Chief a letter saying they wish for him
to move forward with investigating any possible violations as far as
vehicles. The Selectmen’s
office has not found anything in the zoning ordinance saying Mr. Azmy
cannot sell wood; at this time all that is needed is a sign permit for
