Topic: Presentation by Vision Appraisal

The Board met with Mr. Richard Romano; a Regional Sales Manager for Vision Appraisal located at 44 Barefoot Road in Northboro, Massachusetts. Mr. Romano proceeded to demonstrate and explain the software package to the Board. The software system enables the Town to keep a continuous history of all parcels. All the features of the package were demonstrated and discussed. The State’s involvement in the reevaluation process was debated. A sales analysis of Warner determines the rates for property values. The Board inquired about Vision Appraisal’s references. The firm has worked with sixty other New Hampshire Towns in the last ten years. The Board further discussed the codes on the assessment card and how all codes should be identified. A computer for public use was discussed. Information about the properties is gathered by hand and the assessment is then done electronically with the homeowner’s best interest in mind. Training time is included within the proposal. The Board asked Mr. Romano what is Vision Appraisal’s weakness. Mr. Romano stated that it would be obtaining qualified people to work; their positive point is their consistency in the appraisers who have been with Vision for fifteen years. The following is a list of questions from the board:

  1. Is the software compliant with another company’s package? Yes, the files can be converted.
  2. Mailing costs included in the price? Yes.
  3. Will there be a supervisor on site 50% of the time? Over all there will be a supervisor on site 40 – 50 % of the time.
  4. If the State says that Warner does not meet certification in 2005, it would be Vision’s responsibility to meet that certification, is that cost included in the proposal? No, that would be addition cost.
  5. What is land residual technique? If there are no land sales to compare to, in order to establish land value, they look at ten houses in the same area and back out the buildings to achieve the land value.
  6. Either public hearing or postings in public places will notice notification of the revaluation.
  7. Will a list of possible additional costs be available if the Vision proposal is chosen? There are no additions unless there are more parcels than at first proposed.
  8. Is there an annual maintenance fee? Yes, it wouldn’t start until 2003 at $2800.00
  9. Warranty and limitation of liability was explained in more detail.
