The goal of the Economic Development Advisory Committee (EDAC) is to plan and implement sustainable economic development. That includes but is not limited to supporting existing businesses and non-profits as well as encourages new businesses development. The EDAC will encourage economic growth that serves local needs, is environmentally responsible, fits aesthetically with the town's historic architecture, and provides a net increase in municipal revenue.
Objectives:
- Create more job opportunities with a priority on businesses that pay a living wage.
- Promote a welcoming environment for business development as we make the best use of land, buildings and the existing infrastructure.
- Help make this a livable and welcoming community for a diverse, multi-generational population.
- Increase the number of visitors that will contribute to the local economy.

Warner Main Street Mural Project
The Warner Economic Development Advisory Committee (EDAC) in partnership with the Warner Historical Society and citizens of Warner worked on a public art mural project. The intent of the Main Street Mural project is to acknowledge Warner’s 250th anniversary, celebrate the arts and stimulate the local economy. The mural will be unveiled on Sunday, October 3rd, 2021 at noon.
During a six month process, an application was developed and attracted multiple candidates. After a comprehensive vetting process, Jyl Dittbenner, a muralist from Manchester, was chosen to paint the mural on the western wall of the building that houses Reeds Tavern restaurant, previously The Local restaurant. The dimensions of the mural are 50’x12’.
Jyl has worked to create something "Wonderful in Warner". The Mural Project is funded by local donations and a grant from the New Hampshire State Council on the Arts. Additionally, the Warner Historical Society is our fiscal agent and supportive partner in this venture.

Doing Business in Warner

Warner, situated in the Dartmouth-Lake Sunapee Region of New Hampshire and in the western part of Merrimack County, is eighteen miles northwest of Concord at the crossroad of Interstate 89 and NH Route 103. No location is too far away with Lebanon Municipal Airport, Concord Regional Airport, and Manchester-Boston Regional Airport within a short driving distance from Warner.
Development in the village center and the commercial district at I-89 Exit 9 have access to the town water and sewer systems which are managed and maintained by the Warner Village Water District.
Tax Incentives:
- Community Revitalization Tax Incentive: Warner has adopted RSA 79-E to promote development in the village center within the geographic area of the Warner Village Water District.
- Solar Energy Systems Exemption: Warner has adopted RSA 72:62 to promote the use of clean energy. Solar array owners must apply for the solar array exemption before April 15th of any given year using NH Department of Revenue Form PA-29.

The USDA through their Farm Service Administration offers a variety of programs to assist agricultural producers and processors. The FSA places special emphasis on providing loans to beginning farmers, veterans, minority and female farmers. They also oversee certain crop and margin protection programs as well as loan and grant programs focusing on rural development.
National Resources Conservation Service (NRCS)

Small Business Association (SBA)

It also has a loan program that connects small businesses with different financing options. Over the years, the SBA has helped entrepreneurs all over the nation with loans, contracts, counseling and other types of assistance. Access to Capital. The SBA loans that are made by its partner banks, credit unions and other lenders are partially guaranteed by the federal government. They help finance small businesses that may be denied funding under conventional lending guidelines.
Service Core of Retired Executives (SCORE)

More than 10,000 volunteers provide these services, with all volunteers being active and retired business executives and entrepreneurs. In addition to mentoring, SCORE also offers free and low-cost educational workshops each year, both online and in-person. SCORE is a resource partner with the U.S. Small Business Administration. It operates out of 300 chapters across the U.S., with national headquarters in Herndon, Virginia.
